Temporary closure of liquor shops ordered
Naharlagun, Dec 20: In view of the ensuing elections for various posts of one student union scheduled to be held from December 21 to 25 at Dera Natung Government College, Itanagar, the District Magistrate, Sanjay Goel under Section 144 CrPC, has directed all the wine/IMFL/Beer/Country liquor retail shops, bars and restaurants to remain closed from 8 am of December 21 upto midnight of December 25 next. Violators of the said order would be prosecuted under relevant sections of the criminal law. Congress resolves to strengthen party at grass root level

DAPORIJO, Dec 20: A coordination meeting of Nacho Block Congress Committee was held at Nacho general ground for the smooth functioning of the party in the block level.
The meeting was attended by Minister for Power, RD and PR Tanga Byaling, Zilla Chairperson Nakap Nalo and other senior panchayt and public leaders. The meeting after a long discussion resolved to stand united and work for the party.
Meanwhile, BCC submitted a memorandum to Byaling, demanded for construction of a community hall from MLA local area development fund which was taken under consideration by the minister.

Bam felicitated on being elevated to ISC Secy
ITANAGAR, Dec 20: Tabom Bam, Chief Secretary who was elevated to the post of Secretary, Inter State Council, Government of India was felicitated by Chief Minister Nabam Tuki on behalf of his government at banquet hall here today.
Speaking on the occasion, the CS said that everyone desires and wishes to retire as a Secretary to Govt of India and said he was lucky to be one of the few. He thanked former CM and Rajya Sabha MP Mukut Mithi during whose tenure he had a chance to work with the Union Government. He also thanked the present CM for clearing his matter in a prompt manner.
Mentioning that Bam was always involved with the all round development of the state in various capacities, Tuki said that he has learned a lot working with him. Terming him as a man of discipline, Tuki said that he has always maintained that spirit. Chowna Mein, Minister for Finance recalled his days of long association with the CS. Making a humble beginning, Bam walked 7 kms from his village to attend primary school at Basar during his tender age. His sharp mind and discipline paid off when he was selected for admission to the prestigious Sainik School, Nainital in the year 1966 through open competition. Though he got admission to the National Defence Academy through UPSC by bagging the 9th position in all India rankings, he did not join it. In his futuristic eyes, he had different dreams.
He pursued his further studies at Loyala College in Chennai and did his Bachelor of Science with distinction in Chemistry, Mathematics and Physics in 1974. He then joined LLB in Delhi University and successfully qualified in the year 1977.
The same year he got through UPSC and was selected for IAS. Bam became the second only Arunachalee after Jomin Tayeng to be selected for IAS through UPSC paving way for others to emulate through all these years.

ACS takes out mass protest rally against law and order
ITANAGAR, Dec 20: Arunachal Civil Society (ACS) took out a mass protest rally against deteriorating law and order situation in the state and submitted a memorandum to the Governor of the state urging him to find mechanism to contain the prevailing situation as well as instill sense of safety and security among people.
Citing several examples of deteriorated law and order situation that took place in the last couple of years, including IG Park shooting case last year, burning down of many Govt properties, repeated attack on media, including journalist’s shooting case etc., ACS, in its memorandum said that most of those cases remained unsolved.

Workshop on Bachat Lamp Yojana
ITANAGAR, Dec 20: A workshop on Bachat Lamp Yojana was organized by Arunachal Pradesh Energy Development Agency under the aegis of Bureau of Energy Efficiency here yesterday. The resource person from Bureau of Energy Efficiency, Ministry of Power explained in depth about the Bachat Lamp Yojana of the Ministry of Power through PowerPoint presentations.
A case study on Kerala state was also shown, where the scheme has been implemented successfully.
The Bachat Lamp Yojana is a scheme which involves distributing two numbers of highly efficient Compact Fluorescent Lamps (CFL) to each household only at Rs.15 per Piece which is equivalent to the price of the Incandescent bulbs, which are mostly used in all households. But the actual concept behind this is to replace the highly energy consuming incandescent bulbs with highly energy efficient compact fluorescent lamp (CFL). The resource person from BEE, P. Samal urged upon the State Government to put in funds to meet the cost of the CFLs over and above the price fixed for the beneficiaries. There will be a huge peak load reduction if the BLY is implemented and the state stands to gain as they have to purchase peak load power at a very high cost, she added.
Earlier, the workshop started with the PowerPoint presentation on the power scenario in Arunachal Pradesh by S.K. Shahi, Project Officer, APEDA. He also gave a presentation on energy conservation and its relationship with global warming.
The workshop was attended by the officers of Department of Power, Education, UD, Principal of RGGP and APEDA. Director, Art & Culture Mamta Riba also attended the workshop as chief guest.

Taloh inaugurates National Handloom Expo
ITANAGAR, Dec 20: Industry, Textile & Handicraft Minister Tapang Taloh has inaugurated
the National Handloom Expo -
In his address, Taloh said the Expo will provide a right platform for local weavers and artisans to interact and exchange ideas and knowledge about the handloom products with other artisans from different states of the country.
Highlighting the initiatives taken by his department, the minister informed that around 100 unemployed youth of the state have been provided skill development training outside the state. He further informed that local weavers won a bronze medal at Delhi Expo recently for their unique design and handloom works.

No respite from power problem for Pasighat residents

PASIGHAT, Dec 20: There has been no respite from erratic power supply bringing normal lives of people of Pasighat town to a complete standstill.
Unscheduled power cut has forced many important Govt offices and other commercial establishments to make alternative arrangements at extra cost. The worst affected are students, many of whom are writing their board examinations.
The chronic power problem has frustrated the people of Pasighat.
In fact, nothing has been developed so far even after repeated assurance of the MLA, Ministers and senior power department officials.
Some irritated consumers said that the power department is sincere only in giving false promises and refuting facts. They do not understand the plight of common people. According to them, Pasighat town has now become ‘Land of Power Crisis’, where power goes on and off at will.
The consumers’ movement led by Pasighat Public Welfare Committee (PPWC) is now playing the role of a silent spectator under mysterious circumstances.
It is pertaining to mentioned that the PPWC leaders moved the state’s chief minister, power minister and other top ranking power department officials last year seeking their immediate intervention to find a lasting solution to the chronic power problem. As a result, a series of meeting of the elected representatives and officials were conducted. But nothing fruitful has come to fore in this regard till date, decried the sufferers.
It is pertaining to mention here that an indefinite Pasighat bandh was called to press the authority to improve the power scenario.
It is alleged that power department officials are accustomed to give lame excuse like technical snags at main power supply line for the power disruption, but the local people refuse to consume such unreasonable explanation.

Preserving the family’s tradition as heritage, the grand sons of late Taba Tei (Seryi) repeated the footsteps of their grandparents late Taba Tei and late Techi Jirw who had every year bountiful of harvest and had never faced famine in their life time. A ritual connecting the soul calling of corns from agriculture field to granary house in the village with chanting on sources of grains, germination as plants, adoption as grains, utility for sustenance as food to human society was observed with complete rituals at Depo Village under Yazali circle under sponsorship of Taba Choya son of late Taba Bida and his better half Likha Tudi.
Truly, Jurpi is a lifting of last corn from the mat at agricultural field with defined
observations of ritual, chanting by priest calling the souls of corn not to become
prey to famine stricken animals like Dhir-
In other words, it is a clan Yullo (festival) where all clan members are involved and invited to take part in the entire process of rituals at home and in the field as well. The lifting of last corn and storage of grains at granary house with all essential Yullo ingredients viz sacred rice powder (etwi) Taki (ginger) opo (rice beer) Dilly (sliced pig meat). The remaining grains are lifted by the lady of the host after division of grains (rice) between the host and the priest. The priest lifts the basket (eqin) of host and shares for himself who are carried by host and members of the priest respectively. The corns are divided in equal proportion but due amount of priest’s share is restored to owner (host) basket as last doze of blessings so that the soul of grains does not go to the priest side absolutely. This is nothing but giving of blessings for continued bumper harvest.

The belief goes that the dog played a significant role in carrying down the rice (grain) from the heaven with great tests and scrutiny at various hurdle points. The dog could hide the corns in its ear and today human being is blessed with food grains due to help of dog and is considered a second brother to men according legend, since human being could not carry the corn and were subjected to serious scrutiny. The dogs are fed first with special dishes on such occasion as respect or reverence to their service for human being.
In the history of Taba clan of the area, such a Jurpi Yullo was performed during
life time of late Taba Tei, the grandfather who had planned to migrate (Dogin) from
present village to Karbw Nemchi to join his cousin late Taba Ron and late Chada.
A Pam Rongo (transitional) Jhum was done at Goya /Sutumpu near Hoj and his elder
brother late Taba Jobi did the same at Kotu Legab (Pech) for settlement there. At
home, the relatives of the community did not wish the separation from them and the
original land without the family might have fallen vacuum and all of them started
various propagandas about impending consequences on settlement at lower areas because
of prevailed superstitious belief. They forced late Tei and Jobi to return to the
original village. The family returned with heaps of food grains involving entire
community as porters in batches. A festival called Yirin-
Similarly, the grand and great grand sons of late Tei had privileged to perform a
Pote Yullo associated with Jele a (Large scale) marriage ceremony some (seven) years
back and concluding ritual was due to be observed. Fortunately, the priest who is
still alive and the remaining process could be completed before expiry of the year
2012; otherwise, the opportunity would have not happened in case the priest survived
no more. It also opened a flood gate of get together of blood lineage of late Taba
Tei and other close and distant clan members. Among the notable clan members who
took part in the rituals were grand uncle Taba Tadap, Taba Tedir, Chief Engineer-
The Priest Chera Talar who completed the pending ritual, while questioned had viewed that he is fortunate and privileged enough to finish the assigned spiritual job which is rarest of rare that happened after seven year of the main Yullo.
In conclusion, it is believed that such fortune to observe the ritual associated
with large scale clan Yullo once in a generation. Their father late Taba Bida an
acclaimed personality who himself was a priest of repute and great orator, hunter
and husband to 11 wives blessed with 10 sons, 14 living daughters with 103 grand
children and 13 great grand children till now. His generation could only perform
normal Jurpi but his sons have been blessed. This is unlikely in present or next
generation because the customary practices are diminishing since environment of culture
and tradition has undergone a sea change. Now, we hardly finds priest in the society
who can perform such highly ordered rituals. Moreover, the traditional practices
are no longer given due importance by people in general on coming of modernity and
change in traditional life. Unless and until traditional practices are in full swing,
lineage of Priest in the society is not possible and without the priest some rituals
are untenable. Preservation of culture can be made by community decisions, consensus,
and coordination of socio-

Eye donation
According to Sri Lanka Eye Donation Society (SLEDS) the Sri Lankan Eye Bank has become the world’s fifth biggest Eye Bank.
First Lady Shiranthi Rajapaksa on Wednesday became the one millionth Sri Lankan eye donor when she signed the consent form at the Eye Donation Day ceremony.
The SLEDS had donated 41,000 eye tissues locally and 60,326 internationally. Around 33,000 eye tissues had been tested and donated to people with vision impairment.
The Sri Lanka Eye Bank has become the world’s fifth biggest Eye Bank, the society said.
SLEDS have donated Rs. 100,000 to the Tangalle Blind School for the welfare of blind students and Rs. 45,000 to the Sri Jayawardanepura University Blind Welfare Unit.
In India despite the growing spread of awareness campaigns, the country has registered
a dip of 3.5% in the number of corneal donations in the last one year, according
to the latest government statistics. The number of corneas harvested dropped from
46,589 in 2009-
According to data recorded by the National Programme for Control of Blindness (NPCB), Rajasthan has recorded the highest fall of 72.19%, followed by Karnataka (36.36%), Punjab (18.45%) and Tamil Nadu (10.24%).
The country needs at least one lakh corneal donations every year to reverse blindness in thousands of people. Ophthalmologists say the reversals are surprising considering the investment in public awareness campaigns for eye donation.
Until 2010, there was an upward trend in the number of corneal donations. Doctors are unable to explain why there was a dip in states like Tamil Nadu which has consistently topped others in the number of all organ donations, including cornea. However, some states like Andhra Pradesh have recorded improvements in the eye donation programme.
